Rear Admiral Banaji graduated from the University of Washington in 1986 with a Bachelor of Science in Civil Engineering and was commissioned as an Ensign in May 1987 after completion of Officer Candidate School. He earned a Master of Science in Civil and Environmental Engineering from Massachusetts Institute of Technology and completed the Executive Management Program at the University of Virginia’s Darden School of Business.
Banaji reported to the Defense POW/MIA Accounting Agency on 10 September 2019. His first Flag assignment was as Commander, Naval Facilities Engineering Command, Atlantic and Fleet Civil Engineer, US Fleet Forces Command from July 2016 - August 2019.
His other command tours include: Naval Construction Training Center Gulfport, Mississippi; Camp Lemonnier, Djibouti; The 25th Naval Construction Regiment; 22nd Naval Construction Regiment; Naval Construction Group 2; and Naval Facilities Engineering Command Southwest and additional duty as regional engineer for Commander, Navy Region Southwest.
His early expeditionary tours included assignments with Construction Battalion Unit 406, NAS Lemoore, California and Naval Mobile Construction Battalion 3.
Banaji’s facilities and acquisition assignments were assistant resident officer in charge of construction (ROICC), Naval Station, Roosevelt Roads, Puerto Rico; public works officer, U.S. Naval Observatory; ROICC, Pearl Harbor as director, Construction Division; and operations officer, Naval Facilities Engineering Command Southeast, NAS Jacksonville, Florida.
Staff assignments included aide to the Commander, 3rd Naval Construction Brigade; Seabee Readiness Course director at Civil Engineer Corps Officers School (CECOS), and later executive officer for CECOS and the Center for Seabees and Facilities Engineering; OPNAV N46/Commander Navy Installations Command as Base Realignment and Closure Branch Head; and Force, Maritime Headquarters Director, Navy Expeditionary Combat Command.
He is a Seabee Combat Warfare Officer, a Master Training Specialist, a member of the Acquisition Professional Community, and a registered Professional Engineer in the Commonwealth of Virginia. Banaji is proud to have served with teams authorized to wear the Navy Unit Commendation, Coast Guard Unit Commendation, Navy Meritorious Unit Commendation, the Navy “E” Ribbon and Humanitarian Service Medal. He is privileged to be appointed an “Honorary Chief Petty Officer” and recipient of the “Captain Gilliss Award” for outstanding service and leadership.
